Abstract
This article is a contribution on the concepts and relation between health and
recent social policies. Firstly, some concepts are explored, such as theoretical
contributions about needs, satisfiers, social rights, universality, capacities and
autonomy, quality of life, freedom and security, participation, as well as an analysis
on conceptual and institutional changes that have contributed to a change of
